To keep costs reasonable, all hospitals must operate as a non-profit entity. They can be owned by for profit businesses, but the funds they receive must keep them in a non-profit status which means the owner has no real financial incentive for operating a hospital. It might be likely that universities will own hospitals to provide a teaching experience for those in medical school.
By law, every county will be required to have a minimum of one hospital. This is intended to keep the time to go to a hospital to a minimum. If a county loses its hospital, then the government will take it over, and provide it to the University of Kaldus.
