The ETAP (Essential Trade Assistance Program) is intended to provide financial assistance to an adult who wants to enter a trade that is short staffed in the nation. The goal is to apply 50% of the cost of trade to anyone that is low income. This money goes to the student so they can choose how to spend the money as long as it is education or trade related. The goal of this program is to get people out of poverty, and therefore give them a comfortable life to live. The applicant will apply for grants which will include ETAP, and if approved, they will get a bank deposit equal to 50% of their tuition. They can then use that money for trade tools, tuition costs, or books that would be needed.
Only 1 ETAP assistance per citizen. The ETAP is to make it easier for the student to complete trade school on a financial stance. Therefore, a citizen can not go to trade for electrician, and then go to school again for plumbing. It would be assumed that a tradesman will live above low income, especially when GBI is included. Therefore, the student wouldn’t qualify for ETAP anyways. The goal is to reduce the poverty population. Some people might see this as a waste of resources, but consider this – a tradesperson will earn more money than a person earning minimum wage. Therefore, there is a greater tax that will be applied to the tradesperson, and that money on a whole will be made up. Also, the tradesperson is likely to not need other assistance programs such as AHRP, CSIP, SNAP, and so on. Since the citizen is not taking these resources, he actually contributes to the well being of society.
