LIHEAP

LIHEAP (Low Income Home Energy Assistance Program) is intended to help people with their energy bill. KPW (Kaldus Power and Water) is required by law to provide affordable services (with exception of gas), but this may not be enough for someone on Low Income. Once a year, the household will receive a bill credit by KPW to pay for the full price of the bill for a few months. Obviously, this system is not perfect, but better than providing a little every month, and have the chance of something going wrong. With a lump sum every year, it would have a more significant impact, especially for those falling behind.

As with all programs, the head of the household will be required to login to HHS’s site (https://hhs.ka), and fill out the application. They will then be informed of their status in a few days. As with all applications, a GAON is required for the application. Those who live in an ARHP project will not be able to apply for LIHEAP. This is because their energy, and water bill is included with the rent. Since LIHEAP is intended for someone with an energy bill, this will simply not apply to someone in ARHP.
