The GOCN (Guardian Over Child Number) is a limited resource number that is provided to the guardian for the child. Because some adults are out to take advantage of other people, the adult will never receive the child’s GIN. Instead, this number will be in place. The GOCN can be used to open up a tuition fund for the student, or provide for a telephone number for the child. Since the adult doesn’t have access to the child’s bank account, there is no chance for the adult to drain the account. Once the child becomes old and mature enough to understand the consequences that a GIN will possess, they will receive their GIN, and the GOCN will no longer be valid. Any service or resource that was assigned for the child will be moved over to the child’s responsibility.
The GOCN is carried with the child. This will mean that the same GOCN is used if the child was to receive a new guardian. Since the guardian, and child relies on the GOCN for a number of things, this will be important that the child, and any guardian knows this number, or at least have records of it. As with anyone else, the child will have an NIN, and this number will be public.
