GOCN

The GOCN (Guardian Over Child Number) is a limited access number that would function as a limited GIN for the guardian to acquire services for the child. This might include creating a bank account for the child, or setting an education fund. These will all be important things for the child to have, but with the respect of privacy for the child, the GIN will not be given to the adult. Instead, the GOCN will function as a GIN, but with limited services that can be pursued.

Once the child reaches adulthood, or emancipation, they will go to HHS, and validate themselves with a retina scan. This scan will make sure they are speaking with the proper person. They will then be asked to justify all of the accounts, and resources in their name. Anything that is not recognized by the new adult will be issued to have that account frozen for investigation. Once that is done, the adult will have their GOCN replaced with a GIN. This means that the parent will not be able to open anymore accounts in the child’s name. The adult will also setup a password for the GIN, and be provided with their NIN if they don’t know it already.
